School Bus Services -Toyota Coaster - RFP

            PISJES invites qualified transport service providers to submit proposals for the supply of twenty (20) Toyota Coaster buses 2026 model Diesel under a long-term service agreement.  

        Bus Specifications (Mandatory)

• Genuine Toyota Coaster supplied through authorized channels.  .  .regulations Saudi under transportation student for 
• Approved Seating capacity compliant with the Traffic Department requirements.  
• High-capacity air-conditioning suitable for the Jeddah climate. 
• AC must be fully operational at all times (critical requirement).
• Seat Belts for all passengers.
• Clearly marked as a School Bus School.
• Buses shall be supplied, registered, insured, serviced, and maintained by the service provider. 
• Buses shall be operated by PISJES-employed drivers only.  
• The Service Provider shall bear full responsibility for the bus condition, safety, availability, and regulatory compliance
• Routes Covered: • Student pick-up and drop-off within Jeddah 
• Student transport between Jeddah ↔ Makkah

• CCTV & Recording: 
•  Internal and external cameras 
•  Continuous recording 
• Minimum retention period of 30 days 
• Footage accessible to PISJES upon request. 
• Tracking & Driver Monitoring: 
• Real-time GPS tracking 
• RFID or biometric driver authentication before engine start 
• Driver behavior monitoring (speeding, harsh braking, route deviation) 
• Monthly monitoring reports shared with PISJES

• Full responsibility for preventive and corrective maintenance.
• Spare parts, including batteries, tires, labor, and AC servicing.
•  Breakdown recovery and roadside assistance 
•  Periodic safety inspections
• No maintenance-related costs shall be charged to PISJES during the contract term.  

• Monthly cost per bus and total contract value (5 years). 
•  Maintenance scope, insurance confirmation, replacement policy. 
•  Payment terms and VAT shown separately. 

Evaluation Criteria: 

• Technical 20% 
• Maintenance/SLA 20% 
• Safety 15% 
• Commercial 35% 
• Experience 10% 

Termination & Governing Law 

• PISJES may terminate the contract with 30 days’ written notice for regular SLA breaches or safety violations. SLA 
• . Governing Law: Kingdom of Saudi Arabia.
